A video surfaced in Kodiak this last week, posted by a 15-year-old living there that depicts an incident that occurred at a man's house after a response to the wrong home by Alaska State Troopers.

According to the homeowner, the troopers responded to the wrong address for a medical emergency call of a person who was reported to be overdosing on medication. But, the troopers ended up at this address instead.

The video was uploaded to YouTube after the incident that involved an Alaska State Trooper and a young woman named Skyler Irene Waite. The lengthy video was taped during an encounter between the trooper, identifed as Brian Mitchell, and Waite after it was already determined that the troopers and medical personnel had responded to the wrong location.

The 20-year-old Waite had been woke up from a nap during the trooper visit, and as the trooper response carried on long after it was apparent that there was no medical emergency in the home, became one of the subjects of the video.

Troopers lingered at the residence after spotting a small amount of marijuana in a baggie sitting on a table. They pointed out to Eileen Carlson, the homeowner’s wife, who had spoken to the medical personnel and troopers when they first arrived, that she was on probation for a previous Felony DUI that she shouldn’t be around the drug. The same was told to Waite at the beginning of the video.

The conversation on the video escalated after the trooper told the young girl that she was a drug abuser and accused her of being in denial. To that, Waite responded “You don’t know that.” She then added, “How would you like it if I walked into your house and told you you were an alcoholic because I saw wine bottle on your desk?”

The video showed that Trooper Mitchell seemed to want to illicit a response from Waite. The other trooper, identified as Boyd Branch seemed satisfied that their call was completed and exited the home. Trooper Mitchell remained behind.

Less then a minute later the trooper swung the door wide open and Waite reached around the officer to swing it back to its previous state, it was then that Trooper Mitchell forcefully slammed into Waite’s chest, knocking her backwards. The second trooper, Branch re-entered the house and swept the girls legs out from under her slamming her hard into the floor.

Mitchell said that he did what he did because he feared for his safety.

The video captured the arrest and the transport to the vehicle as the woman continually asked why she was under arrest, to which, for a long while, she got no reply.

The video was later uploaded to YouTube, where by this afternoon had gotten over 45,000 views. It also started a rather extensive discussion on Facebook from mainly residents of Kodiak. The vast majority of those viewing both on Facebook and YouTube were agast at the troopers conduct.

Waite was charged with Assault IV on a Police Officer, Resisting Arrest and Disorderly Conduct. After she spent the night in jail, she posted $100 bail according to the homeowner, Dennis Carlsen. He called the incident “Ridiculous.” When interviewed Mr. Carlson stated, his wife didn’t smoke marijuana. He further stated, “they could give her a UA right now and she would pass.”

There is no news as to the condition of the actual overdose victim that the troopers were responding to.

The Office of Professional Standards have opened an investigation into the incident. The troopers remain on duty. Troopers say the investigation into the confrontation may not be made public.
