Ranking Members Robert Garcia, Joe Morelle, and John B. Larson Investigate DOGE’s Distribution of Sensitive Voter Information to Election Denier Group



 

Washington, D.C.— Wednesday, Rep. Robert Garcia, Ranking Member of the Committee on Oversight and Government Reform, Rep. Joe Morelle, Ranking Member of the Committee on House Administration, and Rep. John B. Larson, Ranking Member of the Committee on Ways and Means’s Subcommittee on Social Security, launched an investigation into Elon Musk’s Department of Government Efficiency’s (DOGE) sharing of sensitive social security data with a partisan political advocacy group. The investigation is a response to new court filings at the Social Security Administration that support whistleblower claims that DOGE employees shared legally protected sensitive personal information.

 
“When Americans share their sensitive information with the federal government, they are entrusting that it is in good hands and protected from unwanted eyes. Legally, this should always be the case. Unfortunately, what we are hearing from whistleblowers and seeing in court documents suggests that Trump’s DOGE is violating Americans’ privacy for its own political gain,” said Ranking Member Robert Garcia.
 
“Sensitive personal information provided to the government should never be used for political reasons. Yet DOGE signed an agreement to share such information with an advocacy group whose stated goal was to overturn election results. Thanks to Ranking Member Larson’s leadership and a courageous whistleblower, we will ensure proper oversight and accountability for this abuse of trust,” said Ranking Member Joe Morelle.
 
“Trump’s own Department of Justice admitted in court that ‘DOGE’ schemed with an outside political group to try and use Americans’ confidential information from Social Security to overturn state election results. From stealing data to surrounding the polls with ICE agents, Trump and his MAGA allies will stop at nothing to interfere with our elections and undermine democracy. I’m proud to stand with Ranking Members Garcia and Morelle as we work to get answers and accountability. Elon Musk’s rogue ‘DOGE’ and outside groups must come clean about what data they have stolen and why they are using it. We will continue to use every tool at our disposal to safeguard our democracy and protect the American people’s privacy from these bad actors,” said Ranking Member John B. Larson.
 
In letters to election denier organizations, the Ranking Members wrote, “In August 2025, a whistleblower from SSA—former Chief Data Officer Charles Borges—came forward with a protected disclosure…In his whistleblower disclosure, Mr. Borges outlined the ‘apparent systemic data security violations, uninhibited administrative access to highly sensitive production environments, and potential violations of internal SSA security protocols and federal privacy laws;’ a statement that directly contradicts then-SSA Administrator Dudek’s March 24, 2025, sworn statement that ‘DOGE Defendants have never had access to SSA systems of record.’ In an apparent realization that SSA employees had misrepresented facts to a federal court, the Department of Justice (DOJ) posted a series of ‘corrections’ to testimony from senior staff at SSA in a January 2026 filing. Among the updates, DOJ disclosed that DOGE employees at SSA had corresponded with ‘a political advocacy group’ that sought to ‘overturn election results in certain states,’ and that a Voter Data Agreement was signed and sent to the group on March 24, 2025. These revelations raise serious concerns as to whether DOGE shared Americans’ sensitive Social Security data with a non-governmental organization, jeopardizing the security of millions of Americans, and for overtly political purposes.”
