On Friday, the Alaska State Troopers received a report of an accidental discharge of a firearm at 5:06 pm. They responded to the scene near Mahoney Lake seven miles to the northeast of Ketchikan.
They arrived to find that 62-year-old Ketchikan resident John Alley had accidently discharged a firearm causing minor damage to his hand.

Further investigation by the troopers also found that 35-year-old Ketchikan resident Robert James was present at the time of the accident. Troopers found that James is a convicted felon in the state and in possession of a handgun. Looking further, they found that James is also a convicted sex offender and out of compliance.
James was arrested at the scene and charged with Misconduct Involving Weapons III and Failure to Register as a Sex Offender II. He was transported to the Ketchikan Correctional Center, remanded and held without bail.
