The United Nations Security Council Permanent members from Russia, China, the United States, France and Great Britain are debating a resolution proposed by Great Britain today concerning the protection of Syrian civilians from chemical weapons.

On Tuesday, White House spokesman Jay Carney said there was "no doubt" that the Syrian government used chemical weapons in an attack on rebel forces on Wednesday of last week, and stated that President Obama was meeting with his security team to determine the appropriate response.

As European governments are looking at possible responses to the killing of hundreds of Syrian civilians in an alleged chemical attack by the Syrian government, Russia is warning the western states that any action without United Nations approval would be a "gross violation of International law."
