Panel: Fukushima Nuclear Disaster 'Man-Made'
TOKYO — A parliamentary report in Japan concludes the meltdowns last year at the Fukushima nuclear power plant were clearly a man-made disaster, and that the facility was vulnerable to earthquakes.
