After six rounds of talks the re-opening of the Kaesong industrial complex just inside North Korea are still in limbo according to Seoul.
The talks deadlocked after South Korea insisted on North Korea accepting full responsibility for the park’s closure and a written guarantee that North Korea would not again unilaterally close down the complex in the future.

Seoul’s Unification Minister Ryoo Kihl-Jae said in a press statement, “We want a clear answer from the North on preventing a recurrence. Otherwise, we will be left with no choice but to make a grave decision to prevent even bigger damages on our companies in the future.”
In the final round of talks on Friday, Seoul additionally agreed to give North Korea $7.3 million in humanitarian aid as well. But, North Korea still would not submit to giving the written guarantee. As to the claiming of responsibility, North Korea insists that it was South Korea’s hostile actions and intimidation that drove the north to pull its workers from the complex.
The complex has been closed since April when North Korea pulled out all 53,000 of its workers from the industrial park as a result of increasing sanctions over its nuclear and missile operations as well as the joint war games being carried out between the U.S. and South Korea.
The north’s chief delegate to the talks, Pyongyang’s Pak Cho-Su warned the south that Pyonyang will move its troops into the park if talks did not result in a re-opening of the complex.
There is no news as to if and when further talks on the re-opening will occur.
