Last week, at the International border between Canada and Washington state, Rebecca Rubin turned herself over to authorities after over a decade on the run.
Rubin is alleged to have been part of the domestic terrorist cell in the largest eco-terrorism case in the history of the United States.
Rubin will face federal charges of Arson for her part in the case known as Operation Backfire. Operation Backfire is a consolidation of the multiple cases the eco-terrorist group was involved in. It was given that name when the FBI took the lead in the cases in 2004.
Rubin is charged with multiple crimes for her involvement with the group known to the group as the “Family” from 1996 through 2001. The group carried out crimes on the west coast as well as the Pacific northwest in Oregon, Colorado and California.
The group, known to the public as the Animal Liberation Front or the Earth Liberation Front, carried out Arson and Vandalism attacks that caused an estimated $48 million in damage. The largest of the crimes in the Operation Backfire case was the arson of a Vail, Colorado Ski Resort that caused over $24 million worth of damage.
With Rubin now in custody, this leaves two conspirators left in the group to be captured. Last year, in July of 2011, Justin Solondz was turned over to the United States by the Chinese government. He was in prison in that country on drug charges.
Special Agent Tim Suttles, who has been working the case out of the the Portland division since 2005, says that the FBI is halfway there, he said in a release, “Two years ago we had four fugitives, now we have two.”

Suttles said in a FBI press release, it could have been that Rubin gave up because she was tired of a life on the run. “She may have realized that being a fugitive meant she could never go home or could never have contact with her mom, who she is very close to.” Like many long-term fugitives, Suttles added, “she may have come to the realization that coming in, admitting what you did, and taking your punishment will allow you to move on with your life.”
The two remaining suspects yet to be apprehended are Joseph Mahmoud Dibee and Josephine Sunshine Overaker. Dibee was believed to be living in his home country of Syria, but FBI officials feel that he may have fled Syria because of the conflict there. Dibee is charged with Arson, Conspiracy as well as Animal Enterprise Terrorism stemming from a 2006 indictment. Overaker is believed to be living in Spain. She was indicted for her involvement in the Vail ski resort fire.
A reward of up to $50,000 each is being offered for inforamation leading to the arrest of the remaining two fugitives.
