While operating a four-wheeler in the community of Old Harbor, 31-year-old Dwayne Keeling was stopped and contacted by the village's VPSO. He had stopped Keeling in regards to a $5,000 bench warrant that had been issued for Keeling.
The warrant had been issued because, according to the trooper dispatch, Keeling had failed to comply with conditions of release in connection with a Felony DUI.

The VPSO also observed while contacting Keeling, that Keeling appeared to be under the influence of alcohol. Alaska State Troopers were contacted by the VPSO at 11:50 am and Keeling was placed under arrest and transported to Kodiak where he was met by troopers.
During processing for the DUI charge, keeling provided a breath sample. He blew a .198. It was observed that Keeling blew over twice the limit four hours after being contacted by the VPSO.
An investigation into Keeling by troopers would find that Keeling was on Felony Adult probation. It was also found that Keeling had four prior DUI convictions in Washington and Oregon states as well as Alaska. He was also found to be driving while his license was revoked. It had been previously revoked until the year 2060.
Keeling was remanded to the Kodiak Jail and held without bail on the charges of DUI and DWLR.
