Former Wasilla City Council member, 42-year-old Noel H. Lowe has had another run-in with the law, this one on Veteran's Day according to the Alaska State Trooper Dispatch.
It was on Monday afternoon at 5:29 pm, according to troopers, that Lowe was stopped after he was observed texting while driving near Crusey Street in Wasilla. He was stopped because he was not maintaining his lane because of his distraction.
After stopping the white Chevy truck Lowe was driving, contact was made and it was determined that Lowe and his wife, 36-year-old Sandra Lowe were found to have over 3 ounces of marijuana in their possession.
Lowe served as a council member in the city of Wasilla for almost six years, but resigned in 2005 after his residency in Wasilla came into question. Just prior to that, in 2004, Lowe was stopped in Fairbanks after Lowe’s Cadillac was observed driving the wrong way down a one-way street following a woman who was trying to get away from the vehicle.
When questioned, in March of 2004, Lowe had bloodshot eyes, poor balance, and slurred speech according to authorities. A breath test at the scene gauged his blood-alcohol content at approximately .12 BAC, above the .08 BAC limit for DUI. Lowe would refuse to test further at the station. The DUI charges would later be dismissed in exchange for a no contest plea for refusal to submit to a chemical test.
Lowe would again come into contact with authorities in April of 2009 when he was arrested for Offensive Bodily Contact and Resisting Arrest when arrested for drug possession. The Offensive Bodily Contact and Resisting Arrest charges were dropped when Lowe pleaded Guilty to possession. Lowe would receive a suspended sentence for that possession offense.
On Monday, Lowe was arrested on charges of Misconduct involving a Controlled Substance V, and Texting while Driving. He was transported to the Mat-Su Pretrial Facility and remanded there on $1,000 bail. His wife Sandra was also charged with Misconduct Involving a Controlled Substance V and remanded but then released on her own recognizance.
