On Last Tuesday August 18 at about 1:30 in the afternoon, the Anchorage Police Department (APD) responded to a multi-unit residential facility in the 200 block of East 9th Avenue following reports of an armed, suicidal adult female. Responding officers were informed that the woman was armed with a firearm and had been pointing it at other people inside the facility, prompting officers to treat the situation as an active and potentially dangerous threat.
The Mobile Intervention Team (MIT), along with additional specialized APD personnel, responded to assist with security, containment and de-escalation efforts. A SWAT callout was initiated, and officers established perimeters both inside and outside the facility to protect residents, bystanders and responding personnel while attempting to resolve the situation peacefully.
Throughout the incident, APD crisis negotiators repeatedly attempted to establish communication with the woman and encourage her to surrender.
During the standoff, the subject was seen pointing a firearm out of a window and in the direction of officers and other people in the area. At that point, APD Officer Misha Carlson fired at the woman, striking her in the upper body.
The woman, identified as 53-year-old Lora Brady, was pronounced deceased at the scene. APD said next-of-kin notification procedures have been completed.
The shooting marks the seventh officer-involved shooting involving an APD officer in 2026. As is standard in officer-involved shooting cases, the state’s Office of Special Prosecutions (OSP) will conduct an independent review of the use of force and determine whether the officer’s actions were legally justified. Following the completion of the OSP investigation, APD Internal Affairs will conduct its own administrative review to determine whether the officer’s actions were consistent with department policies and procedures.
In accordance with APD practice, Officer Carlson will be placed on administrative leave while the investigation proceeds. Once OSP completes its investigation, the findings will be made available for public review.
