One Trooper Response, Two Arrested on DUI Charges in Nikolaevsk

DUI_Patrol_02Alaska State Troopers based in Anchor Point responded to the Russian community of Nikolaevsk on North Fork Road and made two DUI arrests on Tuesday after receiving complaints of ATVs and dirt bikes driving around the small community, the trooper dispatch reported.

Troopers traveled to the South Kenai Peninsula community of Nikolaevsk at 3:17 pm on Tuesday in response to the complaints and contacted 26-year-old Pavel Usoltseff, who was driving a blue Yamaha ATV. It was determined that Usoltseff was driving under the influence of alcohol, and subsequently arrested him on the charge. An investigation into Usoltseff  criminal history would find that he had a prior conviction for Felony DUI in the past ten years, and so his charge was raised to Felony DUI.

Further investigation would find that Usoltseff was operating the vehicle on the roadway with his driver’s license revoked as well as consuming alcohol in violation of a Domestic Violence Protection Order. He was charged with those additional violations as well.

Troopers would find that just prior to their arrival, another individual, 34-year-old Ivan Kojin had driven to the residence in his 2014 Toyota Tundra. The trooper investigation would find that Kojin was also driving under the influence and was charged with DUI as well.

Troopers transported both Kojin and Usoltseff to the Homer Jail where they were remanded on charges.
