(Juneau) – The 27th Alaska Legislature yesterday passed House Concurrent Resolution 28, a measure declaring April 2012 to be Sexual Assault Awareness month in the State of Alaska.
The passage of HCR 28 follows in the footsteps of the Parnell Administration’s Choose Respect campaign. Alaskans in communities across the state marched in solidarity against domestic violence and sexual assault. Sponsored by Juneau Representative Cathy Muñoz, HCR 28 provides a set time for reflection and dialogue, which will hopefully encourage Alaskans to speak out against these crimes.
Alaska has long been plagued with the highest rates of sexual assault in the country, estimated at 2.5 times the national average. The University of Alaska Anchorage Justice Center found that out of every 100 Alaska women, 37 have experienced sexual violence, and 59 out of every 100 have experienced intimate partner violence, sexual violence, or both. “The statistics we’re facing in Alaska are tragic and unacceptable,” Muñoz, R-Juneau, said. “Let us not forget that we must fight this battle together, and that no one should have to face this alone. There’s an incredible strength about Alaska that Alaskans themselves emulate. This is another mountain we know we have to climb – and we will. We can do this together.”
The resolution’s intent is to make a statement that all Alaskans deserve a life free of violence, and to heighten the awareness of this most pervasive human rights violation. HCR 28 both recognizes and commends the many volunteers, agencies, social workers, and law enforcement officers who dedicate their careers to providing victims of sexual assault with safety, options and justice.
HCR 28 passed the House and Senate unanimously. The resolution is supported by numerous regional and statewide nonprofit organizations that serve Alaskans affected by sexual assault.
