Alaska State Troopers responded to the crash after a call went into them at 4:52 am reporting the accident.
When they contacted the driver, he was passed out. Troopers identified the man as 28-year-old Fairbanks resident Frederick Campbell. It was apparent at that time that Campbell was intoxicated, although he refused to submit to a breath test.
Campbell was arrested and transported to the Fairbanks Correctional Center and remanded there.
He was charged with one count of DUI and one count of Refusal to Submit to a Chemical Test.
