Central Council of the Tlingit and Haida Indian Tribes of Alaska (Central Council) welcomed back Jessie Archibald who recently accepted the position of Tribal Child Support Unit (TCSU) Manager. Jessie served eight years as the Tribe’s child support attorney. She was an instrumental part of the establishment of the Tribe’s TCSU and Tribal Court and in 2012 was awarded the Doloresa Cadiente Hardin Tribal Justice Award by Central Council’s Judiciary Committee for her contributions to advancing tribal sovereignty.
TCSU is a federally funded and approved Tribal IV-D child support program that establishes paternity; locates absent parents; establishes, enforces, and modifies child support orders; and collects and distributes child support payments.
Jessie holds a Bachelors of Arts degree in Sociology from the University of Northern Colorado and Juris Doctor from the University of Puget Sound School of Law. She has practiced law in the state of Washington and Alaska. Some of her former work includes practice as a public defender for the Nisqually Tribe and the City of Tumwater in Washington, Guardian ad Litem for the Pierce County Superior Court, and legal representation in family law and Indian Child Welfare Act (ICWA) cases.
“I am excited to be rejoining TCSU,” said Jessie. “I look forward to collaborating with Central Council’s departments and programs to bring quality child support services to our tribal children and families, and continue to protect the Tribe’s inherent sovereign rights.”
Jessie was born and raised in the community of Wrangell, Alaska. Her father (Lloyd Rinehart) was a longshoreman and mother (Pauline Rinehart) was a homemaker and an artist. Her maternal side of the family is Kaagwaantaan from the Jilḵoot Ḵwáan Xóots Hít (Brown Bear House) of Klukwan. She is married to Guy Archibald and together they have three adult children – Anita, Dana, and Jamie.
