Alaska State Troopers responded to a 911 call from Monashka Bay reporting a sportfisherman unconscious in the water on Wednesday.
The call came in at about 4 pm on September 5th.

The Bayside Volunteer Fire Department and the Kodiak Fire Department EMS also responded to the call along with Alaska Wildlife Troopers.
The trooper investigation at the scene revealed that 73-year-old Jarrell, Texas man, Emilian Foltyn was found unconscious and unresponsive by several of his fishing buddies on the North Shore of Monashka Bay about a quarter mile from the White Sands Beach parking lot.
Foltyn was transported to the Providence Kodiak Island Medical Center where he was pronounced deceased at 5:33 pm.
No foul play is suspected in Foltyn’s passing and next of kin have been notified.
