On Friday, October 18th, a disturbance call originated in Ouzinkie at 7:56 pm reporting an assault. Troopers initiated an investigation into the incident, as troopers investigated the incident in Ouzinkie, their investigation caused them to look into a broken van window as well.
During an interview, troopers were told by 35-year-old Priscilla Kelly that an unidentied person had assaulted her 24-year-old female roommate. During a subsequent interview with 21-year-old Andrew Panamarioff of Ouzinkie, he told troopers that another person had broken the van window.
The investigation that took place afterward would reveal that Kelly had assaulted the female rommate and that Panamarioff had broken the van window and blamed it on another person.
Warrants were applied for and granted for the arrest of Kelly and Panamarioff and on Sunday, October 26th, troopers and a roving VPSO contacted Kelly and Panamarioff. Kelly was arrested on a no bail warrant for Assault IV Domestic Violence and giving a False Report. Panamarioff was arrested on a warrant for Criminal Mischief IV Domestic Violence, filing a false report as well as violating his conditions of release from a prior court case.
Both Kelly and Panamarioff were transported to Kodiak where they were remanded to the Kodiak Jail.
