Troopers Arrest Shirtless Fairbanks Man in Roadway Yelling at Passing Vehicles

On Tuesday, it was reported to Alaska State Troopers (AST) that there was a shirtless male standing in the intersection of the Steese Highway and Old Steese Highway. Troopers were told that he was yelling at passing vehicles.

Troopers responded to the area and contacted the man, who identified himself as Keith Richardson, 40, of Fairbanks. Richardson was advised that his behavior was creating a safety hazard and was issued a warning for disorderly conduct. He was also instructed to remain out of the roadway and not interfere with traffic.

As Troopers were preparing to leave the area, Richardson disregarded their instructions and returned to the roadway, where he continued to create a hazard for passing motorists. Due to his continued behavior and refusal to remain out of the roadway after being warned, Richardson was placed under arrest for disorderly conduct.

Richardson was transported to and remanded at Fairbanks Correctional Center (FCC) without further incident.
