A fifth person involved in the Anchorage-Fairbanks drug conspiracy was sentenced today in the case involving the rap group "Out Da Cutt." He was sentenced in an Anchorage Federal Court according to U.S. Attorney Karen Loeffler.
26-year-old Anchorage resident Rock E. Phelps II, also known as “Skitzo Scoe,” was sentenced by U.S District Court Judge Ralph R. Beistline to 18 months in prison and three years of supervised release on Friday.
Phelps was the member of a drug trafficking organization in Anchorage and Fairbanks that dealt in powder cocaine, marijuana, and oxycodone pills during the period of 2009 until 2012 according to Assistant U.S. Attorney Kelly Cavanaugh, the prosecutor in the case.
It was in February of 2011 that Phelps sold cocaine to a confidential informant. When arrested, authorities found 70 grams of cocaine which he intended to distribute. He was also found to be in possession of a firearm. Phelps had also facilitated the sale of cocaine between another individual and his co-conspirator DeMarr Moultrie.
Phelps, who had no record of consistant employment since dropping out of high school in 2005, instead gained all of his income from the sale of drugs in Anchorage according to the Justice Department press release. Although his Facebook page says that he studied at Harvard. Phelps and the other members of the drug conspiracy covered up the true source of their money by claiming to be involved in a legitimate business as artists and promoters of concerts. The extent of their music business was YouTube videos and local shows performed in Anchorage and Fairbanks however.
Phelps was one of 14 members of the conspiracy arrested in Fairbanks and Anchorage. Four of those members have already been sentenced with sentences ranging from 14 to 66 months.
Nine others either have yet to be sentenced or have not yet gone to trial. They include Donnell Johnson, Joshua Mustovich, Mihla Hall, Antonio Fleming, Dalon Johnson, Tevoris Carter, Emma Shine, and Brent Gunnels. They have pled guilty for their roles in connection with the conspiracy and await sentencing. Terrance Fleming has a pending trial scheduled for August 2013.
