While on patrol on early Sunday morning at 48 minutes after midnight, Alaska State Troopers with the Bureau of Highway Patrol observed a silver Ford Explorer without a front license plate.
After conducting a traffic stop on the vehicle, troopers found that the passenger in the vehicle, 44-year-old Palmer resident Kenneth Vance, had two outstanding warrants for his arrest. The two warrants were for Failure to Appear for Driving with License Suspended and Failure to Appear for a Change of Plea with Bail set at $1,750.
Vance was found to have eight bags of Methamphetamine worth approximately $400 in his possession.

Vance was arrested on the two outstanding warrants, and was charged as well with Misconduct Involving a Controlled Substance III and Misconduct Involving a Controlled Substance IV. Vance was transported to the Mat-Su Pretrial Facility and remanded there and bail was set at $4,250 plus a Court Approved Third Party Custodian.
Further investigation would reveal that the driver, 31-year-old Palmer resident David Anderson was driving Vance around Palmer distributing the Methamphetamine on December 30th. Anderson was also found to be in possession of a small amount of Marijuana.
Anderson was arrested on January 2nd on charges of Misconduct Involving a Controlled Substance III, Misconduct Involving a Controlled Substance IV x2, and Misconduct Involving a Controlled Substance VI. Anderson was remanded to the Mat-Su Pre-Trial Facility as well and his bail was set at $5,000 plus a Court Approved Third Party Custodian.
