A red 1992 Ford Carry-All was pulled over for a moving violation at 8:57pm at mile 71 of the Parks Highway on Friday.
After pulling over the driver of the vehicle, they would identify 33-year-old David M Colby of Anchorage. They would find that Colby was in possession of heroin and was also on Felony probation for Theft II.

Troopers checked the identities of the other occupants of the vehicle. They found that 23-year-old Kao S. Saechao had an active warrant for failing to appear at an operating without a license hearing last year.
A third occupant of the vehicle, 24-year-old Are K. Lee of Anchorage was on probation for Escape II and Misconduct involving a Controlled Substance IV.
Another, a fourth occupant, 25-year-old Anchorage resident Nickquan M. Modeste was on probation for Failing to Stop at the Direction of a Police Officer.
All four were arrested and transported to the Mat-Su Pretrial Facility where they were remanded. Colby was charged with Misconduct involving a Controlled Substance IV and probation violation. Saochao was arrested for the active warrant and Lee and Modeste were arrested for probation violations.
Saechao’s bail was set at $500 and a court appointed third party, the other three were held without bail.
