A call went in to troopers at 9:31 am on Saturday from the Alaska Native Tribal Health Consortium, a statewide non-profit working in Ouzinkie on a water and sewer project, reporting a stolen vehicle.
Shortly after the report of the stolen pickup truck, it was found off of the east end of the Ouzinkie runway, wrecked with damages estimated to be over $10,000.
Troopers responded to the northern Kodiak Island community and conducted an investigation into the incident.
The trooper investigation would find that 21-year-old Andrew Panamarioff, who had been arrested just the month before on charges of Criminal Mischief, Filing a False Report and Violating his Conditions of Release from a prior case, had stolen the vehicle.
After stealing the truck, troopers say, Panamarioff took the truck to the airstrip where he proceeded to drive the truck on the airstrip at high speeds until he lost control of the vehicle at the end of the runway. After losing control, the vehicle crashed into numerous tree stumps.
Troopers would later make contact with Panamarioff in Kodiak, where he had departed to after the incident. He was arrested at that time for Vehicle Theft I, Obstructing a Runway, Reckless Driving and Violating Conditions of Release x3.
Subsequently, Panamarioff was transported to the Kodiak Jail and remanded there with no bail.
