On Sunday evening, Alaska State Troopers in Ketchikan received a report of a disturbance involving two males on a beach near mile 2 of the South Tongass Highway.
Troopers arrived at the scene to find one of the men involved in the disturbance had got aboard his boat and left the area. He was reported to be intoxicated.
The U.S. Coast Guard was contacted, and along with Wildlife Troopers, the boat was located and stopped.
The driver of the boat was identified as 46-year-old Ketchikan resident Christopher Rowland, it was confirmed that he was in fact intoxicated while operating the watercraft. Rowland refused to take a chemical test.
Further investigation would find that Rowland was in possession of marijuana and paraphernalia.
Rowland was arrested and transported to the Ketchikan Correctional Center where he was remanded on charges of DUI, Refusal to Submit to a Chemical Test and Misconduct Involving a Controlled Substance VI.
Rowland’s bail was set at $3,000.
